The court injunction can be applied against queer marriage Tuesday (regular business day) at the earliest so the Office is staying open through the weekend.

Marriage Licenses are issued on a first-come,first-served basis. It takes approximately 45 minutes to issue a marriage license.
You do not need to be a California resident to marry in California. The same requirements apply whether you are a U.S. citizen or a tourist.
